Vicky A. Ducworth, MSEng
Vicky is a mom, daughter and sister with two children, one diagnosed with Autism nine years ago. Vicky has been a consumer of various professional services and frequently found herself bewildered with the quality of the professionals she hired and the complexity of the services she used. She founded Constasis to bring increased simplicity and fairness when working with professionals providing services to vulnerable consumers. Vicky serves as the Founder and Principal Engineer for Constasis, leading the evaluation of system performance and design across a team of engineers and analysts. Prior to founding Constasis, Vicky worked in population health and health policy for the government and commercial sectors, where she worked to improve clinical and financial outcomes in the healthcare industry, including the reduction of fraud, waste and abuse. Vicky holds a BA in Modern Language from Clemson University and a MS in Systems Engineering from The Johns Hopkins University.
Kelly M. Jolley, JD
Kelly is a leader in the health care and legal communities and a frequent speaker for community, health, and business organizations on the Affordable Care Act, fraud and abuse, privacy and security compliance, and business liability issues. She serves as Past-Chair of the South Carolina Bar’s Health Law Section Council and as President-Elect of the South Carolina Women Lawyers Association. Kelly is a member of the Health Information Technology Practice Group of the American Health Lawyers Association and previously served as Vice-Chair of the American Health Lawyers Association Liability and Litigation Practice Group. Kelly is rated AV Preeminent® by by Martindale Hubbell. She was made a Fellow of the American Bar Foundation in 2014, was designated a SuperLawyer Rising Star in 2012-2014, and named to SuperLawyers in healthcare law in 2015. Kelly brings to us a broad and deep expertise of the health care industry.
M. Christopher Roebuck, MBA, PhD
M. Christopher Roebuck is Founder and CEO of RxEconomics LLC, a health economics and policy consulting firm launched in 2011. Previously, Dr. Roebuck worked for nearly a decade at CVS Caremark, most recently as Director of Strategic Research. He has considerable expertise in applying advanced econometric methods in observational research studies using insurance claims data. Additionally, Dr. Roebuck has significant experience in developing predictive models, conducting economic evaluations of health care programs, and examining issues of health plan choice. Estimating the effects of pharmacy benefit design on prescription drug utilization and cost, as well as quantifying the reductions in medical services use and cost from medication adherence, are among his key areas of interest. He and his colleagues received the Best Abstract Award at the 2006 Annual Research Meeting of Academy Health, and the Health Care Research Award of the National Institute for Health Care Management Foundation in 2013. Among other peer-reviewed journals, his work has been published in American Economic Review, Southern Economic Journal, Health Affairs, Medical Care, American Journal of Managed Care, and Health Services Research. Dr. Roebuck is also a Research Fellow at the Employee Benefit Research Institute. He holds a B.A. in Economics from the University of Pennsylvania, an M.B.A. in Finance from the University of Miami, and a Ph.D. in Public Policy from the University of Maryland, Baltimore County.
Andy J. Budzinski, BSME
Andy is a mechanical engineer with more than 30 years of experience in next-generation power generation, leading multi-state implementations within federal, state, and local regulatory requirements. Andy brings to us his expertise in designing and delivering complex systems, building teams, strategic planning and forecasting. Andy earned a BS in Mechanical Engineering at the University of Kentucky, and enjoys spending his free time with his family, including his grandson diagnosed with ASD.
Jennifer L. Campbell, MHS
Jennifer has more than 20 years of experience in the healthcare industry as a policy analyst in system design and implementation.
Jennifer’s expertise in policy development, strategic planning, contract management and negotiation, and legislative monitoring has been foundational in her work of developing and implementing various professionally recognized quality assurance and continuous quality improvement best practices and strategies for the healthcare industry.
Maya J. Budzinksi, BSME
Maya is a mechanical engineer overseeing international automotive production assembly, focusing on continuous quality improvement and high-reliability systems. She brings her expertise in evaluating systems and response optimization through a variety of system levers. Maya earned her BS in Mechanical Engineering from Clemson University, and she is close to the world of Autism through her nephew.
Justin Davis, BSCE, PE
Justin is a Professional Engineer in civil engineering responsible for the design of international resorts with a strong emphasis on system architecture and configuration and human factors engineering. Justin earned his BS in Civil Engineering from Clemson University, and he has a very active role in his nephew’s life with ASD.
Tom Henderson, BSME, PE
Tom is a Professional Engineer in mechanical engineering responsible for large-scale construction design and implementations. Tom brings to us his expertise in Requirements Analysis, implementation of conformance requirements and critical paths. Tom earned his BS in Mechanical Engineering from Clemson University.
